When Necker convened the Estates General, it was unclear what format and voting procedures it would adopt. Traditionally, the three estates had met as separate assemblies – the First Estate (clergy), Second Estate (nobility) and Third Estate (commoners). Deputies from each assembly were represented by separate cahiers de doleances, which were debated and then presented to the king at a formal ceremony at the end of each session.
