The Polo Club is one of Florida's premier country club communities with two world-class golf courses and numerous lakes. When Necker convened the Estates General, it was unclear what format and voting procedures it would adopt. Traditionally, the three estates had met as separate assemblies – the First Estate (clergy), Second Estate (nobility) and Third Estate (commoners). Deputies from each assembly were represented by separate cahiers de doleances, which were debated and then presented to the king at a formal ceremony at the end of each session.

These traditional customs created considerable tension within the Estates General. The Third Estate, which accounted for around 97 per cent of the population, was regularly outvoted by the smaller First and Second Estates.
